Experts profile

·         This expert should have an education equivalent to a Master’s Degree in Economics and/or Financial Management and/or Accounting or an equivalent qualification, and 10 years general experience relevant to the assignment.  A qualification as a Chartered Accountant, Chartered Management Accountant or Certified Auditor will be seen as equivalent to a Master’s degree;

·         In the absence of a Master’s Degree, a Bachelor’s Degree in Economics and/or Financial Management and/or Accounting or field relevant to this assignment, and 15 years working experience in the sectors directly or indirectly related to Lot 11 are required;

·         Knowledge and experience in the implementation of public financial management reform programmes and/or PFM capacity building programmes;

Technical Assistance for Developing a National Training Strategy to Enhance Administrative Capacities of Public Institutions in the Context of Accession Negotiations and Implementation of Its Pilot Modules

Position

Senior Expert 1: Team Leader – Training

Objectives

·         To develop a national training strategy, which meets the needs of different target groups within the Turkish public administration, to increase administrative capacities of the public institutions in line with the EU requirements and accession negotiations;

·         To design and provide trainings giving an overall information about EU and Turkey-EU Relations to two different target groups, namely the civil servants who are directly involved in the process of full alignment of Turkish national legislation with the EU acquis, and the civil servants who are not directly involved with the harmonization process but are still responsible for the implementation. The first group of civil servants are mainly the staff in line ministries and other central public organizations who align the EU acquis, draft the related national legislations, attend the technical meetings in the Commission and carry out the financial cooperation projects with this purpose. The second group of civil servants such as police officers, prison guards, personnel of regional development agencies or EU focal points, deputy governors, or the staff of line ministries at their local agencies, do not directly carry out the harmonization of EU acquis. However, since they are bound to a piece of legislation, which has been transformed in the light of EU acquis, it s considered quite beneficial that they are provided and overall EU training as well;

·         To provide subject specific trainings in two pre-determined negotiation chapters to the staff of the related public institutions and of the Ministry for EU Affairs, which will set an example for the future trainings in other negotiation chapters. Different from the trainings mentioned in the second specific objective, these trainings will not provide general EU information but will focus on the specific legislation in the determined chapters.

Experts profile

·         University degree in public administration, international relations, education, economics, business administration or equivalent. In the absence of university degree the expert will have an equivalent professional experience of minimum 14 years in the relevant fields;

·         Excellent command of spoken and written English;

·         Full computer literacy;

Technical Assistance for Developing a National Training Strategy to Enhance Administrative Capacities of Public Institutions in the Context of Accession Negotiations and Implementation of Its Pilot Modules

Senior expert 3: State Aid Expert

Objectives

·         To develop a national training strategy, which meets the needs of different target groups within the Turkish public administration, to increase administrative capacities of the public institutions in line with the EU requirements and accession negotiations;

·         To design and provide trainings giving an overall information about EU and Turkey-EU Relations to two different target groups, namely the civil servants who are directly involved in the process of full alignment of Turkish national legislation with the EU acquis, and the civil servants who are not directly involved with the harmonization process but are still responsible for the implementation. The first group of civil servants are mainly the staff in line ministries and other central public organizations who align the EU acquis, draft the related national legislations, attend the technical meetings in the Commission and carry out the financial cooperation projects with this purpose. The second group of civil servants such as police officers, prison guards, personnel of regional development agencies or EU focal points, deputy governors, or the staff of line ministries at their local agencies, do not directly carry out the harmonization of EU acquis. However, since they are bound to a piece of legislation, which has been transformed in the light of EU acquis, it s considered quite beneficial that they are provided and overall EU training as well;

·         To provide subject specific trainings in two pre-determined negotiation chapters to the staff of the related public institutions and of the Ministry for EU Affairs, which will set an example for the future trainings in other negotiation chapters. Different from the trainings mentioned in the second specific objective, these trainings will not provide general EU information but will focus on the specific legislation in the determined chapters.

Experts profile

·         University degree in public administration, international relations, economics, business administration, finance or equivalent. In the absence of university degree the expert will have an equivalent professional experience of minimum 14 years in the relevant fields;

·         Excellent command of spoken and written English;

·         Full computer literacy;

·         At least 10 years of professional experience, of which at least 5 years were invested in studies and/or projects related to EU institutions and affairs;

·         At least three years of professional experience in studies and/or projects on EU’s State Aid Acquis ;

·         Experience in providing training(s) at least two projects and/or training programs, preferably on State Aid Acquis in EU Member and/or EU Candidate countries;

·         Experience in preparation of training materials for trainings;

·         Évaluer les besoins de financement prioritaires pour une mise en œuvre conséquente de la décentralisation au Burkina Faso;

·         Recenser les sources potentielles de financement de la décentralisation (État, partenaires au développement et autres) au Burkina Faso;

·         Préciser les mécanismes d'intervention de chaque acteur en faisant apparaître les forces et les faiblesses dans le cadre d'un accompagnement conséquent de la décentralisation;

·         Proposer un mécanisme de programmation pluriannuelle de ces financements (État, PTF et autres), qui tienne compte des programmes prioritaires d'investissement (PPI) des collectivités territoriales ;

·         Proposer un dispositif de suivi et d’évaluation des appuis financiers des différents partenaires dans le cadre de la mise en œuvre de la décentralisation ;

·         Proposer un cadre règlementaire devant permettre de régir les interventions des acteurs ;

·         Proposer un mécanisme de collecte de statistiques sur les financements de la décentralisation.

Profil demandé

 

·         Spécialiste en finances publiques, ayant un niveau minimum de BAC+5ans en économique ou en droit ou équivalent.

·         Il devra avoir une bonne connaissance de la pratique budgétaire au Burkina Faso et de ses évolutions, incluant les instruments de programmation (Budgets programme, Cadre de dépenses à moyens terme, etc.)

·         Et une expérience d'au moins 5 ans dans le domaine de la programmation budgétaire pluriannuelle et en finances locales.

·         En plus d'une expérience confirmée dans la coordination du travail en équipe, il doit avoir réalisé au moins 3 missions similaires dans des pays africains francophones, notamment ceux de la zone Franc;

·         Une expérience dans les pays de l'UEMOA constituerait un atout à cet égard.
