At least a Master degree in law, social or political
science or in another discipline relevant to the scope of the evaluation – or at
least three years equivalent professional experience (on top of the below mentioned
10 years) ;
·
At least 10 years of general professional experience,
preferably with international organisations or donor agencies dealing with international
development cooperation;
·
A recognised specialist in good governance and
rule of law;
·
Working experience as a team leader, ensuring
coordination of the evaluation with the team;
·
Extensive experience in project evaluation and/or
result oriented-monitoring of projects, ideally of EU-funded activities;
·
Experience of dealing with rule of law / civil
society projects would be an asset;
·
Working experience in/with China or in other Asian
developing countries would be an asset;
·
Must have proficiency in written and spoken English.
Some of the following expertise will be an advantage:
·
Sound level of knowledge and experience in the
following sectors: rule of law (legal reform, judicial systems), legislative process
and civil society in China;
·
Fully conversant with the principles and working
methods of project cycle management, the logical framework approach and EC aid delivery
methods;
·
Extensive experience in projects evaluation and/or
result oriented monitoring of projects, ideally of EU-funded activities;
·
Familiarity with development co-operation projects,
preferably those funded by the EU and preferably in China;
·
Solid knowledge of and practical experience with
gender issues and gender integration analysis.
