Technical Assistance to the EU Facility for Refugees in Turkey

Position

Expert in forced displacement and refugee protracted situations / Team Leader (Category I)

Objectives

The specific objective of the contract is to deliver a report with an updated assessment of the existing needs of refugees and most affected host communities in Turkey, while identifying the gaps in the current interventions and suggesting areas where further measures would still be needed in the medium and long-term, notably in the fields of education, health, infrastructure, livelihoods, labour market integration and social inclusion, as well as protection.

Such update should consider taking stock of the assistance delivered by the Facility for Refugees up to date, including lessons learned during its programming and implementation, and include recommendations that could eventually support decisions for the quick, efficient and effective mobilisation of any eventual further assistance following 2017.

The report should also assess opportunities for further coordination and alignment of the actions funded under the Facility with the sectors and the UN Refugee Response and Resilience Plan 2018-2019 (3RP), as well as other relevant government-led and/or donor-led coordination initiatives.

Experts profile

·         Education at least Master's degree/Academic level or, in its absence, equivalent professional experience of 15 years in at least three or more of the sectors related to the lot and indicated General professional experience requirement below.

·         At least 12 years' general professional experience is required in at least three or more of the sectors above indicated. In particular, expert category 1 should possess at least 12 years professional experience in at least three of the following fields: social protection, basic needs, labour market integration and livelihoods, social inclusion, cash transfers, health, education, international protection, including child protection and labour, and infrastructure.

·         Aid programming and strategic planning experience, and management of multi- sectoral humanitarian and/or development programmes aid, by at least 2 assignments of minimum duration of 6 months each.

·         Proven knowledge of and professional experience in forced displacement and refugee protracted situations and understanding of the humanitarian and development landscape in such situations (EU, UN and NGOs level) is required.

·         Previous experience in working with the EU is an asset.

·         Previous experience working in Turkey is an asset.

·         Proven sound knowledge of and professional experience in forced displacement and refugee protracted situations and understanding of the humanitarian and development landscape in such situations (EU, UN and NGOs level);

·         At least 3 assignments, for a total duration of minimum 3 months each, in designing and conducting gaps analyses, in particular in the field of forced displacement and refugee-related support;

Experts profile

·         Master’s Degree in law, or at least 10 years of equivalent professional experience in the field of judicial reforms.

·         Knowledge of legal aspects of information management

·         Experience within international organizations (EC preferred) or within EU/EU member funded projects working on reform in Justice sector would be an asset

·         At least 3 years of professional experience in the area of justice sector monitoring and/or reforms or public expenditure management reform programs in justice, preferably in CIS countries

·         Experience in issues related to training and programme budgeting in justice sphere would be an asset

·         Expertise in budgetary assistance programmes and Sector Support Programs (SSP), especially in development of concept papers/policy papers or relevant legal acts, and resource allocation of public programs in Justice
