Support to the Formulation of a programme on Education and Training in Central Asia for Economic Empowerment of Women from Afghanistan

Position

Economic Empowerment and Employability expert – Team Leader (Category I)

Objectives

·         To provide a gender-sensitive analysis of current demand for qualified jobholders, sectors and job profiles, and an assessment of the higher and vocational education sector in Afghanistan to ascertain what specialists are needed but cannot be trained in Afghanistan.

·         To conduct multi-stakeholder consultations in Afghanistan, Kazakhstan and Uzbekistan to obtain a consensus and good level of ownership from all relevant counterparts for the future programme. Investigate on the type of knowledge and expertise which can be provided by Kazakhstan and Uzbekistan respectively in the field of higher education and vocational education and make a selection of the fields/sector of intervention.

·         To develop a trilateral cooperation project with full set of draft programming documents required for the project formulation and contracting.

Experts profile

·         Doctorate or Master Degree (or equivalent) in Public Administration, Political Science, Economy, Business Administration or any other relevant disciplines, such as Gender studies, Agriculture, Engineering, Public Health, Education;

·         At least 12 years of experience in project formulation in developing countries, with preference for projects in Central Asia and Afghanistan or a similar context;

·         Proven experience as a Team Leader for EU funded project formulation or implementation;

·         Excellent substantive knowledge of gender equality and women's empowerment (GEWE) and proven experience in mainstreaming gender at institutional and project levels;

·         Experience in the sector of education will be considered as an important advantage;

·         Good knowledge of EU procedures with regards to drafting identification fiches, action documents and all related annexes;

·         Strong communication skills and proven record of multi-stakeholder consultations and cooperation with donors, international organisations, public administrations and civil society;

·         Strong presentation skills and report writing skills, using a clear and concise language;

·         Excellent written and spoken English;

·         Good substantive knowledge of gender equality and women's empowerment (GEWE) and proven experience in mainstreaming gender at institutional and project levels;

·         Good knowledge of EU procedures with regards to drafting identification fiches, action documents and all related annexes;

·         Strong communication skills and proven record of multi-stakeholder consultations and cooperation with donors, international organisations, public administrations and civil society;

·         Strong presentation skills and report writing skills, using a clear and concise language;

·         Excellent written and spoken English;

Mid Term Evaluation of the Skills and Technical Education Programme (STEP) in Malawi and preparation of next TEVET support programme

Position

The consultants are expected to provide two specific services: 1/ an evaluation of the current STEP programme from the beginning of the Action to date and 2/ identification and formulation of the next EU programme in support of TEVET in Malawi. This new programme should be based on the recommendations and lessons learned from the current ongoing programme.

The assignment should be undertaken as one coherent assignment but in two parts and with two distinct and final deliverables: 1/ the Final Report of the evaluation of STEP and 2/ a Final Action Document for the next programme.

Experts profile

·         Master's degree in a relevant field or similar professional experience

·         Minimum 6 years of experience in the Education sector – preferably with a specific focus on TEVET

·         expert must have conducted at least 3 evaluations
