Position

Expert – Team Leader (Category I)

Objectives

·         Enhance Civil Society Organisations' and Local Authorities' contributions to governance and development processes in Sierra Leone.

·         Guidance documentation for competitive contracting of EU interventions in support of Civil Society Organisations and Local Authorities prepared;

·         Study which assesses local economies, poverty levels, service delivery and intervention needs in all districts of Sierra Leone produced;

·         Initial mapping study of Civil Society Organisations at district level

Experts profile

·         Master degree in political science/law/governance/public policy/development studies or equivalent.

·         Skilled facilitator of stakeholder consultation processes

·         Diplomacy in dealing with state institutions and stakeholders

·         At least ten years of working experience in planning, implementing and evaluating development support programmes.

·         At least eight years of working experience in support of inclusive local development and service delivery (e.g. water and sanitation, health, infrastructure, education or energy) in developing countries, including planning, implementing and evaluating of programmes.

·         Experience as team leader on at least three assignments

·         Proven experience in preparing socio-economic assessment studies and analyses, including study design, research and collection of quantitative and qualitative data (minimum of two)

·         Proven experience of designing and implementing large programmes specifically in support of civil society and local authorities, including preparation of terms of references

·         Experience with EU cooperation modalities (budget lines and EDF) will be regarded as an asset

·         Enhance Civil Society Organisations' and Local Authorities' contributions to governance and development processes in Sierra Leone.

·         Guidance documentation for competitive contracting of EU interventions in support of Civil Society Organisations and Local Authorities prepared;

·         Study which assesses local economies, poverty levels, service delivery and intervention needs in all districts of Sierra Leone produced;

·         Initial mapping study of Civil Society Organisations at district level

Experts profile

·         A bachelor's degree in political science/law/economics, development studies or a related degree

·         At least six years of working experience in the field of designing, implementing or evaluating development support programmes with a strong element of interrelation with or support to the civil society, preferably in West Africa.

·         Substantial knowledge and first-hand experience of working in development in Sierra Leone is a requirement.

·         At least five years of working experience with civil society organisations, including donor funded projects involving civil society actors.

·         Experience of at least three assignments carrying out socio-economic research and mapping in developing countries.

·         Proven experience in data collection, including different methods such as semi-structured interviews, focus group discussions, analysis and report writing as well as statistical analysis.

·         Experience with EU funded projects will be an advantage.

·         Experience of preparing CSO mapping studies.
