Economic Development

Agricultural Marketing Credit Programme

The main purpose of this project is to assist the EC Delegation in the operationalisation and implementation of the 2nd Phase of the Agricultural Marketing Credit Programme with a view to improve access to markets by smallholder farmers and in particular to foster the agricultural activities of producer associations by linking-up farmers to funding resources.

Education

Rehabilitation of Rural Schools and other Social infrastructures in Ferghana Valley

The project elaborated an overview of the potential project partners and carried out institutional analysis and recommendations for TA and capacity building. Additional, the project elaborated a survey of the education sector in the country focusing on educational infrastructure, conditions of the rural schools and sanitary and hygiene situation within schools and local communities. Based on this, a ToR was elaborated for the planned Technical Assistance component.

Minority Programmes

Improved access of Roma minority to health care – Health field workers

The overall objective of the project is to improve the access of the marginalised population to the health care. A total of 40 health field workers were selected and consequently trained to work on daily basis in the villages and municipalities.
The health field workers communicate to and assist the local doctors and nurses in their contact with Roma patients. Furthermore they provide awareness in the area of health care both in schools and community centres. They focus on healthy lifestyle, hygiene, prevention of drug abuse, maternity, parenthood, childcare, and importance of vaccination.
Improved access of Roma minority to health care – Training cycles

The objective of the project was to design, organise and conduct training for health field workers to be able to effectively work in the selected regions on daily basis and assist the local health case staff and provide complex health care especially in the area of prevention and provision of vaccination, research and monitoring. Also the project carried out meetings for local doctors, mayors and other relevant partners in the selected 59 municipalities to ensure good cooperation with the health field workers. Within the project extensive manuals for health field workers and teachers of the primary schools were produced.
Institutional Capacity Support to the Ministry for Communities and Returns

The main objective of the assignment was to assess the need for technical assistance to the Ministry of Communities and Returns with a view to drawing up concrete, practical proposals in the form of a Terms of Reference, for the provision of such assistance to the Ministry and in general to the government of Kosovo at both central and municipal level. The project defined the most appropriate mechanisms of assistance to build in-house capacity, develop organisational capability in dealing with issues regarding displacement and return issues and to assist the Ministry in defining strategic goals and policy development. The project also outlined the strategy of implementation to assist the Ministry of Communities and Returns in the areas of information handling, co-ordination with stakeholders including other ministries and municipalities as well as the wider donor community and neighbours in the region.
Technical assistance to prepare a Needs Assessment Report and Technical Specifications under the Educational Integration Component of Phare project Improvement of the situation and inclusion of the disadvantaged ethnic minorities with a special focus on Roma

The global objective of the assignment is to support the newly established and not yet staffed Directorate “Ethnic and Demographic Issues“ and the PIU to implement project activities thus contributing to the implementation of the Framework Programme for the Equal Integration of the Roma into Bulgarian society. The specific objectives of the assignment relate to: Elaboration of a Needs Assessment Analysis and Elaboration of Technical Specifications with regard to the works/ repair activities and supply. Furthermore the experts participate in the evaluation committee and during the whole project duration provide opinions on the substance of the evaluation while maintaining adherence to the PRAG rules.
Support to the Roma Minority - Reintegration of Socially Disadvantaged Children from Special Schools into Primary Schools

The overall objective of the project was to improve the educational standards of the ROMA minority in the Slovak Republic. The carried out activities included re-evaluation, update and definition of new diagnostic and entrance tests measuring the school readiness of children attending primary schools, re-evaluation and of the verification tests for children enrolling to the first grades of a primary school and creation of a software application for the evaluation of the tests. The project also provided on-the-job training for the Slovak experts on using the proposed evaluation.
Better Conditions for Roma Self-Realisation in the Education System – SK0002.01

The project reinforced the comprehensive pre-school education system for Roma children including mothers’ involvement in the education process supported by trained Roma assistants and fostered elementary education of Roma children coming from socially and linguistically disadvantaged environment by establishing preparatory classes, intensive whole-day care and introduction of alternative educational methods and approaches. Furthermore, the project prepared and carried out a pilot vocational and training education for Roma children without completed compulsory school attendance. During the project the relevant educational materials were produced such as teachers guidelines, working materials and teacher assistant guidelines based on the best EU practices.
Improved Conditions for Mutual Tolerance between Roma and non-Roma Inhabitants in Municipalities

The project contributed to diminishing of prejudice, minimising obstacles in communication and social life among Roma and non-Roma citizens, increasing of their level of tolerance and improving the social situation of the Roma minority in Slovakia. The project consultants prepared a special training programme for field workers and delivered the training focused on increasing of the level of understanding and co-operation between Roma and non-Roma population through common development activities.
Anti – Discrimination Training and Institution Development Project related to Roma Social Integration Programme

Duration : September 2002-August 2003

The project consisted two components including design, development and delivery of the tailor made training programme for the staff of Roma Right Protection Offices. The aim is to increase the knowledge level of the activists and employees working in legal offices and other organisations who are dealing with conflict management, provision of legal advice and assistance, interest protection and articulation. Within the second component a training course for 420 participants was prepared and carried out aiming at reduction of discrimination of Roma, improvement of co-operation and communication.

Public Administration

Conceiving and Initiating Public Administration Reform

The purpose of this project was to improve the interest, capability, commitment and resources of the Government of Syria to conceive, initiate and organise public administration reform at a strategic level. The activities included consolidation of past contributions developed by various government entities into an overall analysis. The project developed a broad, medium term strategy for PAR which serves as basis for prioritising, planning and mobilising internal and external resources.

The technical assistance project focused on project inception and supervision, selection of local expert team (10p), budget – organisational review of all administrative services, start-up of a new “politico-technical” institution for the management of the civil service and of the programme of administrative reform (High Authority for the Civil Service) - formulation of decision making, reporting and working procedures, organisational set-up, budget -, finalisation of new IT system for financial and administrative management of all civil servants.

The main objectives of the project was reconstruction of the public administration by analysing the manpower and wages and formulation of proposals for allocation of staff and budgets according to the division of competences between the central level and the decentralised island administrations. An overall training and education plan was formulated as well as a plan for redistribution of staff according to the newly identified administrative structuring or the administration. The project developed a new nation-wide computer and data management system for the management of personnel and wages fully integrated with the new organisational structures of the Public Administration.

System Review of Public Administration Institutions of Bosnia and Herzegovina >

The general objective of the project was to contribute to an independent and accountable public administration in line with EU standards and practices. The project assisted the three BiH Governments to design and carry out system review of public administration institutions. The review focused on common functions across a number of institutions at all levels of Government and assessed the ability of administration to function in an integrated manner. The review focused on personnel issues, public finances, legislative drafting, administrative procedure and IT networking. As the main focus the review provided information on the comparability in performance of the above-mentioned functions across different institutions at different levels.

The project was divided into three main components focused on Implementation of new Civil Service Legislation, Public Administration Restructuring and In-service education and training. Within the project a standardised system for quality management in the delivery of public services and establishing a more customer oriented role of civil servants was developed and implemented. Also the project elaborated a training course and information package on basic principles of local government in the EU.

The objective of the project was a satisfactory absorption of all foreign assistance funds available to the Slovak Republic in a way that ensures a rapid completion of the preparation of Slovakia for EU Accession and for the participation in the EU Structural policies. The project was to ensure programming and monitoring capacity of the Department of Foreign Assistance and the Slovak implementing institutions and strengthen effective utilisation of the EU funds available under pre-accession instruments.

The objective of the project was to support decentralisation and modernisation of the Public Administration in Slovakia. The following activities were carried out: functional reviews and organisational audits of State Administration structures, formulation of principles and a mechanism for transfer of ownership and/or the administration of State property to the self-governed bodies, assistance to the drafting of legislation creating regional self-government and organisation of conference on Inter-communal co-operation.

Technical Assistance to the Special Preparatory Programme for Structural Funds

The overall purpose of the SPP-Technical Assistance project was to assist the Slovak government in establishing the institutional framework and the administrative capacity for programming and successful implementation of regional and structural policies in the Slovak Republic, by the completion of the National Programme for regional and structural development, and by the establishment of an effective administrative structure necessary to implement regional and structural policies in the Slovak Republic, and enable their co-financing by pre-accession instruments and by the EU Structural Funds after accessions. The project achieved its objectives by focusing on programming, capacity building, training and partnership development. During the project implementation a number of manuals were produced: environmental profiling, ex-ante evaluation of the NDP, financial management and auditing and control of structural funds, procedures and partnership development.
Technical Assistance for Tourism Development Grant Scheme

The global objective of the project was the establishment of a well operating Tourism Development Grant Scheme including benchmarking, market research and management information system. The specific objective was to provide support and guidance to all parties in effective and successful completion of their roles and responsibilities concerning the detailed development and implementation of the Technical Assistance for Tourism Development Grant Scheme (TDGS). A Management Information System was designed and developed training for the end users was carried out.
Development of the institutional framework and administrative capacity for programming and implementation of structural funds

The overall objective is to provide support to the creation of functioning managing authorities, intermediate bodies, implementing bodies, paying authorities, monitoring committees and relevant partners that are capable to implement the EU SF (Structural Funds), CF (Cohesion Fund) and CI (Community Initiatives) on national and regional levels. The project consisted of building up of capacity of the institutions and partners involved in the programming and the implementation of the SF, CF and CI.
Technical assistance for human resources development grant scheme
Budget   : 181 000 Euro
Duration : September 2004 – January 2005
Country  :   Slovakia

This grant scheme made funds available for the implementation of the SOP-HRD and SPD. It was intended to use the Human Resources Development Grant Scheme (HRDGS) to strengthen and test the procedures and absorption capacity that would be required for the management and implementation of projects funded by European Social Fund (ESF) at regional and local level. The mechanisms put in place to administer the HRDGS had to imitate those used to manage the ESF. The project was aimed at generating results that were based on co-ordination and co-operation between regional, sub-regional and local partners in developing and planning strategies aimed at implementing the SOP-HRD and SPD.

Training, Workshops, Study Tours

Study visit to Slovakia - Minority rights
Duration : 21-27 October 2007
Country  :   Slovakia, Macedonia

The main objective of the study trip was to expose the representatives of the Sector, the General Secretariat and the other selected Ministries to other experience and practices in terms of decentralisation policy and the respect of democracy and minority rights. The study trip provided good examples for the further implementation of the principles and values contained in the Ohrid Framework Agreement and facilitated contacts with private and public sectors’ representatives from Slovakia for further possible cooperation and exchange. The presence of managerial civil servants in this study trip was crucial to ensure the application of the management techniques, tested by Slovakian counterparts and supported eventual further bilateral contacts.
